Ex-Mizaki Governor or Mizaki ex-governor ?

A Japanese newspaper title goes: "Ex-Mizaki Gov. Ando sentenced to 3 years in prison over bid-rigging scam"

I guess it must be "Mizaki (prefecture)'s ex-governor Ando (was) sentenced to..."

Am I right?

Yes you are! Your re-wrote that sentence perfectly. Newspapers always shorten things and play with words but you deciphered the "code" perfectly. :)
