The difference between these Sentences

Hello!
What's the difference between the following sentences?
Whenever I see him, he stares at me.
vs.
Whenever I see him, he's staring at me.
What's the most common way to say it?

Hi Uthman,
This is a tricky question. The meanings are very similar but create a slightly different feeling or sense.
I believe that the first is more common but I wouldn't say that the second one is wrong.
I'm going to be honest though and tell you that I can't put my finger on the difference in the meaning.
