or
While I was studying, my mom was making (make) a cake.

Which is the correct answer and could you explain why?

Hi,

You would usually say it like this:

"While I was studying, my mom was making a cake."

This is because you want to express that two actions were in progress in a certain time in the past. We use the past progressive to express that meaning.
